Their purpose is to ensure that the internal electricity market operates correctly by establishing minimum technical requirements for connection to the system in terms of design and operational.
They represent a common interpretation of the requirements applicable to the installations in question and help upkeep, conserve and re-establish network security, thereby ensuring that the internal electricity market works correctly.

The regulations encompassed by the network codes remain open to implementation proposals. Consequently, in Spain work groups involving various players from the energy sector have been created.
At the end of 2016, specific work groups were created to define the open technical requirements for each network code in Spain. Throughout 2018, transport and distribution network operators sent their proposals on national implementation to the Spanish Ministry for Energy, Tourism and the Digital Agenda for review.
In 2019, transport and distribution network operators published the Technical Supervision Standard for Generators to assess the supervision of Electricity Generation Module compliance in accordance with Regulation EU/2016/631 and the draft new Royal Decree and Ministerial Order.
