Annex I and Annex II of Circular 1/2024 of 27 September regulates the content of access and connection requests according to the general and abbreviated procedure.

The entry into force of this Circular on 12 January 2025 means that for the application to be accepted for processing, we will need additional information established by the supply point regulation, in addition to the fields already enabled in the UFD Private Area for an access and connection application to collect the applicant’s identification data, the requested access capacity , identification of the installation location and the need or not extension budget . These are:

General procedure

 

1.Authorisation of the holder (owner) for the representative (applicant)

If the applicant is the owner, a document must be attached identifying that they are the same, providing:

  • Name and surname(s) of applicant and owner
  • NIF or passport number
  • Contact number
  • Email address:

If the applicant is NOT with the owner, authorisation from the owner must be attached, providing:

  • Name and surname(s) of the owner and of the person authorised as applicant
  • NIF or passport number of the owner and the person authorised as applicant
  • Applicant’s contact telephone number

2.For cases other than urban planning, a Technical report describing the installation of the new electricity consumption must be submitted, containing:

  • Type of installation.
  • Technical data:
    • number of supplies
    • end use
    • type of application
    • unit installed power per supply.
    • If it has accumulation elements, description of the technical characteristics.
    • Number of recharging points and their unit power.
    • For power applications above 20 MW, expected operating profiles.
  • Additional technical data if it incorporates associated generation:
    • capacity requested for consumption and for generation
    • simplified single-line diagram that can be used to check compliance with the conditions applicable to self-consumption installations in the regulations in force.
  • Proposed location and definition of the boundary element
    • If LV, a plan of the location of the General Protection Box (GPB) must be provided.

3. In the case of urban planning for one or more plots of land:

  • Development plan.
  • Urban planning parameters (planning sheets).
  • Sector parameters:
    • maximum buildable area of the sector
    • area of the sector and eligible area of the sector
    • gross buildability index of the sector
    • maximum density of dwellings
    • reserve for subsidised housing, reserve for public housing and green areas
    • ratios W/m2 industry
    • power and voltage allocation per plot
  • Plot or building parameters, indicating at least:
    • type of consumption (residential, industrial, commercial, public, green areas, etc.)
    • power allocation and proposed power supply
voltage level
  • whether or not a minimum power for possible alternative LV power supply must be provided.
  • For dwellings, the number of dwellings and their level of electrification must be detailed
  • In cases of connection to low voltage networks, plan with proposed location of the General Protection Box (GPB)..
  • Accreditation of the development agent selected within the planning or responsible for the development action.

 

4.Location plan and characteristics of premises/land for TS/SC when the need for installation and transfer to UFD is foreseeable

5.Statement of compliance that the installation will comply with wave quality regulations and that consumers must adopt the necessary measures to ensure that disturbances emitted by their receiver installations are within the limits established in accordance with the provisions of Article 104.3 RD 1955/2000.

6.Ownership or lease contract, plot use agreement, or pre-contract making the purchase or lease conditional on obtaining the access permit

7.Document from the competent body stating that the financial guarantee regulated in Art. 23 bis of RD 1183/2020 of 29 December has been arranged. Copy of the receipt certifying that the guarantee has been deposited must also be provided, together with the information required under Article 23 bis

Abbreviated procedure

 

If the requested power is <=15kW in LV and it is non-urban land, the application must follow the abbreviated procedure.

1. Authorisation of the holder (owner) for the representative (applicant)

If the applicant is the owner, a document must be attached identifying that they are the same, providing:

  • Name and surname(s) of applicant and owner
  • NIF or passport number
  • Contact number

If the applicant is NOT with the owner, authorisation from the owner must be attached, providing:

  • Name and surname(s) of the owner and of the person authorised as applicant
  • NIF or passport number of the owner and the person authorised as applicant
  • Applicant’s contact telephone number
  • Applicant’s email address

2. Technical report describing the installation of the new electricity consumption, which must include the following:

  • Type of installation.

Distributor / Closed distribution networks

 

  1. Authorisation of the holder (owner) for the representative (applicant)

  • Email address:

If the applicant is NOT with the owner, authorisation from the owner must be attached, providing:

  • Name and surname(s) of the owner and of the person authorised as applicant
  • NIF or passport number of the owner and the person authorised as applicant
  • Applicant’s contact telephone number
  1. Proposed network hub.
  2. Maximum loads expected at the connection point at the boundary point.
  3. Aggregated expected demand and generation with operating profiles with a time horizon of at least three years.
  4. Reason for request.
  5. In the case of closed electricity networks, the administrative authorisation of the closed distribution network according to Royal Decree 314/2023 of 25 April.
